They're saying the wiper blades are covered with a slip (red as it seems...) for transport from the factory to the dealer (like the other wrappings etc that are applied to cars at the factory for protection during shipment). That slip is supposed to be removed by the dealer during the Pre-Delivery Inspection (PDI) before the car is handed over the customer - this didn't happen in this guy's case.
