After re-installing Windows which fixed my DVD stuttering problems, my DVD drive worked fine, now refuses to work ...

I'm lost for words about how infuriating this has become ....

Just to make sure this is a software and not hardware issue, does the drive work fine in another computer? If you don't have another system to work with, you could try booting into a different OS entirely (Ubuntu).

I'm 'fairly certain' its not a hardware issue. It opens / closes fine, it played a disc with no effort earlier on today, been no major drama or movement with the system ...

Read up on people who also got Code 19, it's a registry problem that is fixed by deleting the upper & lower values.
