The Gimp is very nice and full of features you can find in expensive programs, yet it's free. The only downside is that it's not very userfriendly at first.

The only free photo editing program I can think of other than the Gimp is Serif Photoplus. I've never used it myself, but from what I know those are the only two available free photo editing programs.

If you want an easy to use package with tons of filters then try
Oriens Enhancer GOLD 2.6

Paint Shop pro has a trial periode. Thats What I've been useing, and its just as good as photoshop for most users.
