the night was cloudy so focus was shit. Check the weather radar for how cloudy it was a few hours ago.

I doubt you'd need a tracker for a 1/80s exposure. Also, I'm fairly certain he shot it with a 800mm +2XTC, not a telescope.

A tripod is necessary, yes, but not a tracker. A tracker moves the lens to compensate for the celestial object's movement, and the moon isn't going to move much in 1/80s.
