They rolled over easily before 9/11. They've been doing it since at least the late 80's. If you've ever looked at an AT&T manual in depth, and I mean the real tech shit not the ones linemen carry, there's some crazy shit. Even back before ESS there was a mode to eavesdrop on lines. The phone companies have always been pretty cooperative with the government.
