The man had a seizure. His brain was obviously malfunctioning. There is little logical/rational reason that anyone would refuse medical assistance in this situation unless he is an illegal immigrant, or a wanted criminal on the run, etc.

In addition to having a seizure, he crashed the car. His brain is probably very confused and very scared after all that ordeal. So it is quite unlikely that he 'wanted' to suffer.

... if you read it like that I just doesn´t really make sense. The guy had a seizure and after something like that, it is usual to be a bit disorientated. The Medics should know about this (or arent firefighters trained medics too like over here?), and if someone wakes up dizzy he might react wrong ... that´s not a reason no taze someone ... several times. It´s not someones falut having a medical condition like epilepticy.

But like most of the times ... none of us were there and the article isn´t really on the detailed side of journalism. So who knows what happend there and how that man really reacted. But Seizure - confused - tazed ... doesn´t sound like propper reaction to me.
