Undoubtedly it would reduce long-term expenditures. The government wouldn't have to maintain pointless infrastructure. I think the 'green' building methods you addressed would make a difference in morale too. A friend of mine just got a loft at a place that has a big roof top garden (15-16 stories up); it's really nice to sit up there and relax at night. The problem, like you said, is that is that stuff like that just costs more. A lot of people, and more importantly contractors, don't want to spend the money and go through the hassle of building stuff like that. If the housing market keeps falling maybe well start seeing contractors with a little more open minds as to what they'll take on.
