Default Vista won't switch between widows in 3D

After a format Vista won't switch between windows in 3D. It's just like the boring old XP.

Is there a setting for turning this feature on or off?

I assume you're running it on the Aero theme?

Do you have proper video drivers installed and not stock Vista ones?

This is mostly indeed a symptom of no working Aero Glass. Are you graphics drivers up to date? If so, rightclick on your desktop, choose Personalise, choose Window Colors And Appearance, and then choose the Aero Glass theme.

Even though yours has been answered if somebody happens to search and gets this thread I'll throw it here.

You can "force" aero on comps that they don't deem fast enough. Of course it's not the smartest thing to do if you have a comp that barely runs Vista.

Run > "regegit" > go to HKEY_CURRENT_USER > Software > Microsoft > Windows > DWM > set Composition to 1 and CompositionPolicy to 2.

Than go into the command prompt and type "net stop uxsms" and than "net start uxsms"
