There are a LOT of factors that determine your speed. The bad part is that most of them are out of your control. For instance, you physical distance from the central office affects you quite a bit, the farther away you are, the less likely you are to get maximum speeds.
I recommend going to www.dslreports.com and running their tweaking tools to make sure your computer is optimized, but like I said... most of the time the problem is beyond your control.

A lot of factors could play in here.
Every tech-geek and ISP support i have ever talked to about the subject, have said that to some extent your download speed is dependent on your upload speed, and that these kind of "broadband speed" with 20 and 10 to 1 is not really broadband. Or because the systems works by kobberwires from a central to you, you might just live to far from the central to be able to get a decent speed (happend to me). Your ISP is probably the ones who can help you the most

You've also got to remember that your download speed might be entirely dependent on the server the file is coming from.

Try a few different servers at http://www.speedtest.net/
