Simple: Water conservation. If you've only peed, why waste 1.6 gallons or more of water to flush it. Make the flush worth while.

Nope. Not in America. They exist, but I've never used one. I believe they are a requirement to be LEED-Platinum certified, but that's rare, and this is usually only attempted with large buildings (office buildings)

other, better options:
a) Waterless Urinals
b) Piss in the sink
