Hint #1: The base model was produced in the early '90s; but this car has highly modified bodywork and interior so I reckon it fits in the concept category.

Hint #2: araracd guessed the origin country of this car; its design however is not british.

Yes, it's based on a supercar and bartboy9891 guesed it. It's the Jag XJ220 styled by Pininfarina for the Sultan of Brunei. Here it is:
