That thing is built by Roush, the racing firm that tunes up Mustangs, now I know that Mustang's rear suspension is off an old horse and cart but I don't think they should enter the supercharged horse and cart business.

Roush actually did build it for a company called Kurt Systems. It's used to monitor race horses as they are moving.
