Why would China use a spy balloon when it has satellites?

If they wanted to shot it down, they should've shot it down a long time ago, at this point it's just political theater. Whatever mission the balloon was carrying out is done. Might as well let it fly back to China then track it with satellite and see where they take it after retrieval.
