First off, it says "County Sheriff" but it doesn't say what county. The seal is also pretty generic-looking:
Also, it says on the door "Keeping the peace since 1961." Loving County was the last county in Texas to be incorporated, and that was in 1931.
And why would a Texas sheriff send his truck to Germany to be modified? There are plenty of tuners in Texas who could have done that.
