CPU declocked, need to restore

My Core 2 Duo E6320 mysteriously declocked itself from 1866Mhz to 1600Mhz, I've checked the BIOS and it states it's running at its default speed (1866) but CPU-Z says it's running 1600...What's going on? how can I fix this?
 
It's a power saving feature which drops the multiplier on idle, it's goes to default speed once there is load on the CPU.
 
yeah, load the computer whilst CPU-Z is running, it should jump to its max speed, usually CPU-Z updates the screen every 5 seconds or something like that
 
ic, I thought it was some kind of safe mode preventing the CPU from overheating (in my old case the CPU was running around 45-50C when idle, but i just changed my case to a larger, better one, so it's alright now)
Just load the computer with LFS, the multiplier did jumped back up, thx everyone:)
 
if you dont want the cpu to drop the voltage and the speed, you can disable those features from the BIOS.
