GP2 vs F2

next year (or the year after?) the FIA plans to introduce a new feeder series...and i don't understand why?
especially now the GP2 organisers have expressed their interest in running the F2 series as well

there are only 4-6s difference between F1 and GP2, and the FIA wants to slot another series in between?
and at the beginning of the year, there are always a few GP2 seats available, which they couldn't sell

if they have trouble filling the GP2 field, how will fill the field on yet another feeder series?

and what will be the technical difference with GP2?

I'm guessing the plan is to phase out GP2 and GP3 in favor of Formula 2.

The FIA is also introducing Formula 4, so you would have an official four-tier FIA-sanctioned open-wheel ladder system. You start in Formula 4, then graduate to Formula 3, followed by Formula 2 and finally Formula 1.
