Why indeed was the camera car in the middle lane on an empty motorway?

US driving protocols; multiple states advise drivers that they should use the middle lanes for cruising. Most states, if they have keep-right laws that would have the driver in the right lane of an empty freeway, enforce them rarely if at all except maybe against trucks.

It is said to be the lanes offering the 'smoothest cruising' - remember, we have right *and* left entrances and exits on our highways. The idea is that traveling in the middle lanes means you don't have to slow then accelerate for traffic entering or exiting the freeway. The risk of collision is considered to be reduced as well.

Left entries are usually (but not always) reserved for things like flyover ramps from other highways where the cars entering are closer to the prevailing speed of the road they're entering. Left *exits* can be anything from a connector to another highway to just a ramp down to a stoplight, though. They're also usually a good sign the highway designer either made a mistake or had no other option.
 
The left entries / exits on I-290 near Chicago are the worst things in the world. They cause so many problems.
