Not hard as rocks as much as they are slick on any new tire. Its just worst on motorcycles as you only have 2 tires and a very little contract with the road. If you have new tires on a car they will also be pretty slick, but, its not as worst as a motorcycle.

As for the overall question of breaking in, I dont think its a big issue as it used to be with cars as most engines are pretty well built within spec, but, you still have other things to consider in a car then the engine. Your brakes need to get set in, tires, tranny, and suspension will settle. If you look at the height of a new car vs one with some miles on it you will notice the older car sits lower.
The safer bet would be to take it easy for the first 1k or so, just to let everything mesh together. And after that you should start pushing your motor. Another mistake is people not pushing the engine and when they need that extra revs down the road. I doubt anyone on this forum have that problem =P
