Yes, he is. Aurora Illinois, City Of Lights. Many of the shots when they were cruising Aurora was actually filmed on the Southwest side of Chicago, where my wife grew up.
They did include the White Castle on the corner of Lake and Indian Trail in Aurora, though.

It's Vietnamese noodle soup. The broth is really thin and not made of chicken.
