O ... K ... A bloke goes into a bank and asks a teller for some money. He is given some money and then leaves. I Can't see anything in the story that makes this scenario a crime. Slow news day in Perth?

You've got a good point there that I missed. There's no mention of him being armed and I'd assume bank workers are reasonably intelligent and wouldn't just hand over cash. Maybe this is related to my earlier comment and an artifact was used to persuade the cashier.

No but seriously, if there's a "crime stoppers" number to contact, obviously he committed a crime.
