Rules are ONLY three shows to sum up what you think top gear is akin to. You may elaborate like so; (But no [[wall of text]] explanations!)

At its worst;
Men Behaving Badly
Scrapheap challenge
Beavis and Butt-head

At its best;
BBC wildlife documentary
The Long way down/around
The Victoria Cross: For Valour (2003 BBC television historical documentary)

Like the idea :)

At its worst:

- Men behaving badly: kids in men's bodies (albeit two characters)
- Last of the summer wine: 3 rather grumpy old men. (sorry for the legions of fans, I am not into it at all.)
- Little Britain: chavs fucking around, cheap knob gags.

At its best:

- Only Fools and Horses: dealing and wheeling at its best (?1000 challenges)
- Fur TV: 3 complete different characters. They clash we laugh.
- Mighty Boosh: massive imagination, various ideas and scenaris. We watch wondering how the f*ck they got their ideas from.

Ooh, tough question.

At its worst:
South Park: Formerly one of the funniest series ever, but the jokes in later seasons seem forced, take too long to set up, and kind of fall flat.
Saturday Night Live: Often silly and overacted. Proof that playing a caricature isn't always funny.
Last Call with Carson Daly: When the SIARPC interviews aren't good and you can tell the person opposite Jezza really doesn't want to be there, it's like this. And Daly's about as interesting as watching paint dry. Actually, no--that's a bit harsh. Paint has a personality.

At its best:
No Reservations: Stunning cinematography, a lovely window into interesting places and things I may or may not ever get to experience myself, and ascerbic wit.
SpongeBob SquarePants (...the earlier seasons), or maybe Phineas and Ferb: Wonderfully creative with casts of characters that play well off each other. (Yes, I still watch cartoons...don't hate. :p)
The Thick of It: Quick witted, hilarious dialogue, and not afraid to be brutally honest.
(Honorable mention: Mythbusters. Because everything can be improved with a good explosion, a big mess, fire!, or something that's...not gone well.)

At its worst:

Some Mothers do Have 'Em - predictable prat falls, irritating stupidity
Lifestyles of the Rich and Famous - unattainable, elitist, irrelevant, boring
The Benny Hill Show - chicks with big tits given prominence, little blokes getting their heads slapped, catch phrases and predictable caricatures

At its best:

"Old" Top Gear - honest, no-holds-barred motoring journalism
Victory by Design - a true enthusiast parting his knowledge and experience of a car to the viewer in a genuinely passionate fashion*
Mythbusters - seeking truth in a world full of bullshit

*: you wouldn't get Alain de Cadanet deliberately stuffing the cars he tests

At it's best:

Futurama
The Big Bang Theory

Zany, intelligent humour with captivating content.

At it's worst:

Family Guy
The Simpsons

They were once were great, but now sadly well past their sell-by dates, trying to recycle old gags and coming up short.
