It's implied because if McLaren didn't come up with the idea it's illegal, even if it's been deemed legal by the FIA it's still illegal.

Since McLaren is being talked about so much on this subject... perfect example of what you said there: the unraced MP4-18. I'm pretty sure several things experimented on that car ended up, in more polished and refined forms, on the -20 of 2005 that won 9(?, can't be bothered to look it up) times.

The 18 and 19 were complete fails
The 20 was a completely new design... if something filtered out it was very minor.

You have no point. We were discussing McLaren therefore it was perfectly reasonable to mention McLaren without reeling off a whole list of team names. Yes I could have mentioned no team at all but that doesn't mean that by only mentioning the one at hand I was somehow diminishing the other teams attributes.
