I would assume control layout being where the steering wheel, gearstick, indicators, odomoter, etc are are laid out.
Early cars certainly had their own interpretation of a layout thats dissimilar to todays. |

I believe they mean the arrangement of the control pedals, steering wheel, and shift lever. Early cars had things like tillers (think joystick) and throttles
http://en.wikipedia.org/wiki/Ford_Model_T That particular car had a surprisingly complex setup for throttle and gearshift (look under "Transmission and Drivetrain"). |
