Claxman would be a reference to Jeremy Paxman who is an indepth political interviewer for the BBC. He grills politicians and they tend to get quite scared and evade answering thus leading him to answer more questions they don't want to answer.
I think the screen cap may have been from one of Clarkson's chat show interview programmes.

The Claxman clip, btw, is from an old show (I think it's a show, it's 23 mins long but I only have one episode) called Clarkson's car years.

He and Tiff was discussing the Mclarren F1, in a serious news-discusion format.
