Top Gear will NEVER appear on iTunes - mainly because of the music - it's the same reason full series DVDs aren't made available.
The rights deal the BBC has for music (in the UK) basically covers the broadcast of shows on their main networks and repeats online for seven days after broadcast.
If they ARE made available through iTunes it will be with different music or heavily cut.
We might see special episodes or best of's made available though.
Oh, so their music rights don't apply to the Internet even if it was UK only?
Then how are these other shows being made available? No/different/original music?
The BBC music rights cover them for first and repeat broadcasts on any BBC network and online time-limited catch-up repeats.
It basically only allows for airing on BBC Public Service networks. The other shows must use more generic music or tracks that are cheaper to re-licence than Top Gear uses. Or an original score made for the show.

Ah, I had thought that discovery just licensed the name and shows.
I guess I am just unobservant as I can't recall anytime they did that. Though I don't see why they don't just relicense the music, they aren't playing entire songs, the cost can't be too prohibitive.
