I doubt it was 1.2 million though. I suspect someone's feed reader was going crazy or something. About a 1/2 million is more reasonable.

The 1.2 mil is simply the number of times the torrent was downloaded from the mininova site alone, not counting other public trackers or private ones.

TorrentFreak says these numbers are "considered to be a representative sample."

surely there are quite a few different torrents for the same episode of top gear, in which case they might all be counted - also dont forget people downloadng old episodes too as top gear gathers a larger and larger audience

The 1.2 mil was the count of that exact torrent from mininova. No other episodes or versions of the same episode were taken into account. Check the mininova page for that torrent and you see this:

Downloads: 1,218,055


Pretty impressive for one episode. But, like Viper said, slightly unlikely.....
