I'm almost certain the song in question is by a band called Ice Cream Hands. The only bad thing is that I have only two of their albums, and they've released about a million in their long and respectable career.

Very old thread, but I found the song in question. It's by Charles Jenkins of Ice Cream Hands, but on a solo album called "The City Gates." The song is "Open Road." I just got in to Top Gear Australia, only to find out it was cancelled in September....
