Depends on what you consider cheap. Cobalt SS T/C isn't the best looking but they are fast. A tune alone will get you 300whp. Also the car weighs ~2900lbs. Talk about a sleeper. A tune, bigger I/C and charge piping can get you 36xwhp and 39xwtq. Only downside is FWD. If you aren't a 4 cylinder fan you could always pic up a used 06 GTO with the 6.0. It'll do 0 to 60 in 4.7 seconds.

Get your hands on mk1 or mk2 Gold GTi. They've got decent handling, aren't that difficult to maintain and there are tons of enthusiast's who can give you advice about modding the thing safely and seeing some good gains.
