The Home Depot that just opened near my house has about a dozen of these "hybrid spots" right beside the handicapped ones. I always take note to park my truck in one.

In most states in the US that would be recommended not legislated so while the signs are perfectly legal parking there with a traditional vehicle is also legal and you cannot be fined. We have similar "expectant mothers or mothers with young children" parking spaces that some stores provide as a convenience. It would perhaps be rude to park in one, but not illegal. The only legislation I've heard of pertaining to hybrid cars is their use in HOV lanes in California even without the required 2 occupants.
