People here that hail from the south or California probably don't care, but a Honda this old is a rare sight around here - this is actually the first one of these I have seen in person. The rest have probably rusted away.

Similar here in England, the Annual Safety Inspection (MOT) kills off all the old automotive horrors from the roads.

The Cops will pull over and ticket anything that?s got fenders or bumpers missing or hanging off. If it?s a real PoS, they will impound it there & then. :)

In america, your car can basically be see through. If it's over 15 years old(I think) You don't need to have an emissions test anymore which basically means the car doesn't need a muffler. But, if the noise is over 90db at night you can get a ticket for it. But that's about it.

This varies state-to-state. In Maryland, for instance, inspections are done once - at registration. In other states, there are annual inspection requirements. Emissions requirements also vary vastly - in Maryland for instance, vehicles built after 1996 don't get smogged but they check the ECU codes. Between 1977 and 1996 they smog it. Before 1977 no tests are required.

However, in the event that your car fails the test there's always this:
An application for a waiver may be submitted after a vehicle fails the test, undergoes a repair, and fails the test again. The owner(s) must submit original receipts or invoices indicating the minimum repair cost of $450.00 has been spent on emissions related repairs.

The emissions related repair must be made up to 30 days before or 120 days after the first inspection. Federal and state laws do not allow repairs to the exhaust system beyond the catalytic converter to count towards a waiver.
