I don't think that's from Top Gear. Probably one of his DVD releases.
 
I believe it's from one of the Clarkson DVDs as well. I'm pretty sure it's the same setup the boys used to play car darts though.
 
Ah, so I looked up the car darts episode and figured that this video was filmed at the same time. Car darts filmed in 2004, and Hot Metal was filmed in 2004 as well. Must be the one. Downloading now! :)
