Shock between case and radiator

This morning I was holding my hand at the back of my case and the other hand on a part of my room's radiator and I got a shock. I unplugged it and I didn't get one but I still get it when it's shut down. Now, my power sockets aren't grounded, so from what I can tell, that's it. Is it?
 
Yes. It's quite common. Voltage difference is quite high, but since currents are low it's not dangerous.
 
Well, I have a ground wire connected to the AC sockets and circuit brakers behind my desk so I'll probably connect it to the radiator as I know it leads to the ground. There's no issues running it as is now though?
