Maybe they think if they get a run at and push the water away, it won't flood the engine? No idea, but it seemed to really like blue BMWs.
 
^It is the color that the water desires to be, instead of mud-brown. So it keeps blue cars there hoping to reflect their colour and become more like them.

Down the road from my home growing up, there was a farm where the barn and milking was on one side of the road, and their pasture was on the other side, about 1/4 of a mile down. There wouldn't be any road-blockage signage or anything, you'd just come up to the herd of cows, stop, and wait while the farmer slowly walked along side them, usually gently just thwapping them on the haunches to keep them going in the general right direction until they passed. Every so often, you'd get an impatient driver that would try to slowly drive through the herd. Usually this would just get the cow's attention, and surround the car, delaying them even longer than if they had just waited for the cows to pass.

This, though...this is hilarious.

This is a problem at the dragstrip. We are just off the highway. People stop and block our gate all the time. Open, closed, whatever, they don't care. We've placed signs that say not to block the gate, but they don't read or care. Next one that refuses to move, I'll go get the tractor and give them a chance to move, before I move it for them.

Always thought Go-jacks would be perfect for this. Can park the car, drivers side, 1mm away from a wall.

If your track accepts all liability for removing the vehicle/has an understanding with the Sherriff, I would come run the forklift during events for free.
Can you schedule a Monster Truck rally? I would just relocate the offending vehicles to the "impound" on the track.

Have them charged with trespassing and the car impounded.
 
Plucking vehicles off the ground with a big helicopter is so much fun in GTA or Just Cause, I can’t imagine it would be much less fun in real life. People can fight if their car is being towed but not so much when it’s flying through the air.

Alternatively, do you have a pool of industrial waste you could dump the cars in?

If there was ever an advert for keeping the windows closed and the A/C on (fuel economy being pretty equal), it's right there.
 
Just the way he consistently stopped beyond the stop line should have gotten him a ticket.
