Due to the lack of any photo editing software or hosting possibilities?

If it's the photo editing thingy I assume that you're not allowed to install software on the system you're using (i.e. Internet-Cafe or work) - you may have a look at MS Paint in this case which is installed practically on every (Windows) PC (not the best solution but it should work)

For uploading a picture I'd suggest www.imageshack.** - it's a page where you can host pictures for free by selecting them from you PC.
