The propeller is designed to disengage from the generator so it can rotate freely if the wind gets too fast. This was a controlled test of what would happen if it didn't. That's why the camera was pointed at it when it blew up.

Ahhhh...I was going by the title on the video saying it was from a storm, and that it did that because it wasn't designed with some sort of escape mechanism for violently high winds.
