Could be because M$ threw 50 Mil at Rockstar for having 360 exclusive downloadable content.
Actually most multi Platform games are developed for the 360, last thing heard was that UT3 is pretty much the only game where the 360 version will be a port from the PS3..
Or they wanted to steal GTA from the PS3, because I remember GTA: SA for the Xbox and PC were released way after it was released for the PS2.

I would have to disagree with this. From the very beginning, the PS2 was famous for its unusual hardware structure and coding difficulties (similar to current position of PS3, if you will). Developers had to cope with it simply because of PS2's popularity and its one year head start on the XBox, once developers understood how to utilize its hardware, it turned out to be a rather powerful (for gaming) system and they were able to produce amazing looking games (MGS3, GT4 etc) despite the rather low hardware specs on paper.The playstation used to be the bargain system that was easy to code for. That role has been reversed now, hence most new multi-platform games originating on the 360.
IIRC Burnout is also being developed on the PS3 and porting to the 360.
At this stage, IMO, which system the game is being developed on is no longer an issue with big multi platform titles. Usually the technical/visual difference between each versions are due to how willing the developer(s) are to creating equal games, and GTA is too big of a title for Rockstar to mess up. As Activision/Infinity Ward have proven with COD4, quality multi platform games are possible, and if there are any differences between the two versions, it's almost never worth mentioning or comparing (at least to reasonable people).

Just like you said, it's been reversed this time around, 360 is now the default development platform for multi-platform games because of its popularity. But this is definitely not as simple as the inverse of last generation, some developers are claiming it would be easier to port from PS3 to 360 than the other way around. What this really means I have no idea, but if future multi-platform games shows similar results as COD4, it would definitely benefit all gamers regardless of which system they own.
That's definitely the logical assumption, however what I meant was how such change will affect the game quality, I'm obviously no expert in this field, so I won't pretend to know something I don't. As you can see, most developers are pretty tight-lipped about the details, wouldn't surprise me if what we know so far are just the tip of the iceberg. I'll hold off my judgments until those games are released.

Going on what they did with all the other games, it'll get released 6months after the Console release. The PC version will still be the one to get though imo.
