Depends on the source, but with phones and mp3 players, 250 will be way too quiet, 80 I personally finds goes just loud enough on my Sansa Clip, but no louder. Without the possibility of just trying the variants with your device, I'd say take the 32 ohm, just to be on the save side.

Spending 250? on an amp to power those speakers is not a good idea imho, the speakers have far more influence on the sound than the amp or your soundcard. Look around for a used pair of speakers and an amp, or maybe something like this http://www.thomann.de/de/m_audio_bx8_d2.htm.
