The first part is from the inFamous game soundtrack. It was not the only track from the soundtrack used in this episode. That first part (the 2-3 seconds of it) is from "Silent Melody" by "Working For A Nuclear Free City".

Arise is only played during the 24:47 part. I am pretty certain that 23:18 is Unstoppable (again, by E.S. Posthumus)
