Only because they didn't ride one before getting a faster bike. They're great fun, can reach up to 60 mph and some actually look nice. :)

If you have a car licence...
If you obtained your full car licence before 1 February 2001 you are automatically entitled to ride a moped without L-plates (D-plates in Wales).

If you obtained a full car licence after 1 February 2001 you must first complete a CBT course and obtain a DL 196 certificate to validate your entitlement.
I think he's safe ;)

Yeah, I read that over the weekend too. Still doesn't answer the question of when he got it, why, and when did he pass the necessary test if indeed he was required to?

Given his bulk he'd surely need more than 50cc to haul his big hair and huge pauch around? Never mind a set of paniers for both halves of his ego!
