Its the Secret Machines - Sad And Lonely from the album Now Here Is Nowhere and it was used twice during the Estates section

I've heard the other day the track called Untitled by Unkle which is available in "BigBrother is Watching (mixed by unkle)" cd 1 which is very very close to this "safe in mind (instrumental)" It could be just an edit of this track used here and there...
 
I have heard 26:07 - 26:30 in the film S.W.A.T mabye its from the soundtrack? hope that helps
