It's previous bodgery. Basically the main rot areas have had repair panels placed on top of the originals, bent over then sealed together with bitumen. This was true on the rear quarter, and now the front wing edges too. Then some good American TV resto style trowels of filler to hide the join.

Thankfully there is still plenty of good stuff to work with. Drivers side A pillar was done tonight, had a little hole to fix:

Passenger side is going to need a complete new A pillar unfortunately.

Fix a bit, find a bit more. Sorry for the quality of pics. My friend is handy with a welder, less so a camera.

Those screws are just there while he's aligning panels by the way, they're not being fitted that way.

This seems to be turning into the rustiest car competition! Fantastic remedial work too, it seems like you and the Captain both have real professionals working on your cars.

Wait until I show you the top of the door frame on the bobtail that's made of sealant and best wishes. :p

What's the deal with panels for these? Can you massage Cortina bits to fit or does everything need fabricated?
All of the inner structure is Cortina, so all available from Expressed Steel. At one hell of a price mind... They also do some of the external panels, but not all. Luckily the external bits I've needed they had (two trailing edge wing repairs and that rear quarter).

do you paint or rust protect the inside before sealing it up?
Yes, it's all being treated while accessible. I'll be applying ACF50 and Dinitrol when it comes home too.

Bit of filler work to blend the repairs in and tidying up some rust blebs around the chrome trim and elsewhere. Nearly ready for paint.

It's got doors, and paint! Fit my NOS door handles for the finishing touch. Just the front end to paint now and it's back to my garage for final reassembly.
