1997 Chevy 1500 Won't Start

Ah, so there's a distributor hiding somewhere. I bet the cap and rotor are at fault. See if there's corrosion or worn out contacts. You should not have to remove to wires to check.
 
First make sure you have solved your voltage problem, then we can troubleshoot the actual ignition.
