I have a mp4 file that the video and audio is out of sync by about 20%. I can't find any tool that can allow me to edit the audio stream separately (I tried Sony Vegas, TMPGEnc). I need to be able to speed up the audio then re-encode that finished product as mp4 again. If anyone know of any program that can do this please help. Thanks.

Split the audio file from the actual mp4 video. Speed up the audio to the speed you want, and then re-encode with the new audio.

You don't need to install other programmes.

All of this can be done with Quicktime Pro(I'll let you 'acquire' it)... Well the split the track and then re-encode part. Not the speedy uppy part.

I tried Sony Vegas

In Vegas Pro 12:

Open File, match project video settings to media settings? YES.

Options > Ignore Event Grouping.

Move sliders separately to sync. (Use scrollwheel for sub-second accuracy)

File > Render As > Output: Match project settings.
