I know this isn't quite what you are looking for, but my first thought was for a car to drive on the highway that can be overlooked by police. Naturally that would mean a silver Taurus SHO:

That car is not only cool... it's a legend that puts a golf gti in shame.
 
While we're at the subject of cars not available to the OP, almost every Skoda :D namely the RS models, and the 2.0TSI / VR6 Superb... the higher-tune 2.0TDI is quite brisk as well.

The Fiesta ST truly is a great car. Would be my recommendation. Especially as the road noise isn?t as bas as here in Finland

I think this is probably as close as one can get to an awesome yet simple and versatile vehicle on the cheap. I qualify for the A Plan discount. I may just go for the ST1 and skip on the Ricaro seats or leather. I'll just have to save a bit more or find one used.

Focus SVT or a Miata. Both are great driving cars that take mods well and fly under the radar to non-car people.
 
Using a Fiesta as a family car... That is going to be a pain in the arse... I'd definately go with a full-size US car if it would be an option. Life is so much easier when you do not need to work hard to get everything fit.

Behold the Honda Odyssey! An 03 model or newer with the 5 speed do not have the transmission early death issue of the prior 4 speed. The 2003 model and newer also packs an upgraded V6 that people used to take out and drop in civics...Contrary to its appearance, it actually handles great for a family hauler (better than alot of sedans!). Plus it sits 7 adults comfortably as well!

Retired ex-police Dodge Charger V8s are showing up on the used market now, often for well under $17K. The 09 up V8 police variants use the Daytona R/T engine with 368hp and 395 lb/ft, older ones have the 340hp engine.

Not driving another minivan, thanks... and I really don't want high mileage either. My Explorer has 133k and spending 9k on a car with +100k miles doesn't sound very smart.

Looked at a used Mazdaspeed3 but wow, awful gas mileage. Sweet ride, great handling and quick.

Still leaning used Fiesta ST. Might do standard SE with a few options as they are fun little cars.
