What the hell is wrong with you (and CraigB for that matter who apparently has the same feelings for that abomination)? :-?
 
The outer sill might be a replacement which they haven't gotten round painting (or wrapping) yet, and the paint on only a portion of the wheel is common-ish on sports cars because the designers ran out of design ideas. That said, it's obviously not an M3 since the E46 M3 was only available as Coupé or convertible so it's badge-carbage (carbadge?) as well.
 
Someone planned that from the start!

I'm so glad the front and back were not in the photo - the middle is bad enough
