They ran out of paint to do the entire car so left the outer sill in primer and painted a quarter of each wheel?

The outer sill might be a replacement which they haven't gotten round painting (or wrapping) yet, and the paint on only a portion of the wheel is common-ish on sports cars because the designers ran out of design ideas. That said, it's obviously not an M3 since the E46 M3 was only available as Coupé or convertible so it's badge-carbage (carbadge?) as well.
