Yep it's NYPD Prius, I spoke to a cop who drove one of these. Asked him if he pulls many people over, his response "mostly cyclists and such, I don't even bother with real cars"

Yeah, they've got CVPIs for real things.

Just like if they actually have to chase someone here, all the highway patrol have 6.0-litre V8 Commodores or turbo Falcons. If they're just turning up to your house to tell you to turn the music down, they'll do so in a base Lancer, Camry or LPG Commodore/Falcon.

Actually its a traffic enforcement vehicle, basically intersection control, ticketing, etc....
