The feds have certain powers that states don’t, like say the DPA. There is also the budget that feds have to buy up stockpiles that states might not. Also don’t forget in a situation like this central leadership is important to direct resourcesIt's mostly on the states, to be honest. The feds did have a stockpile or some of the supplies that we're currently missing but they were drained during the N1H1 breakout in 2009 and never refilled.

I’m not making a judgement of which admin failed to replenish stockpiles, just that it happened and is now a big part of the issue.
