Is that a ".Dat" file?
In that case you'll probably try to open it using some sort of "virtual CD drive" in case it's a CD image.
If it's a VCD, you can try to rename it to ".mpg" and play it.
Also you can try using a program like PowerDVD to open the file.
If all else fails, VLC player might be able to figure out what it is: http://www.videolan.org/vlc/
