Here in England, most shops will not do the digital scanning unless you do the whole process together (developing, printing and scanning) though it only costs a small amount more. On the downside, the photos I got scanned in were poor quality (my not so great digital camera takes better photos) as they were filled with noise, low resolution and not very sharp. I was not impressed and will not be bothering again. I tried it at various different places, same thing.
I've looking into getting a scanner myself, and from what I've read I recommend getting an Epson Perfection Photo scanner. They are flatbeds but are apparently rather impressive, particularly if you get one with the light tube in the lid. Everyone seems to rate these highly, plus you can do different formats of film as well as the standard 35mm.
