I doub't it's the regulations. Peugeot or Audi would win if the went petrol as well.
Likely, because of their experience, expertise and budget. But they wouldn't have a 7 seconds pace advantage per lap. I've heard repeatedly that the regulations make it impossible to build a competitive petrol car. I don't know the details of it all, but maybe vikirad can fill us in.
